Finally found my X-Fi Extreme Music card that Sound Blaster makes.  I have heard several players in game, talking with a very low voice, or sound effects on their voice while talking in game. I decided to try it, did not work. seems I might have a bad driver or something, because the diagnostices, have indicated I have an error on wave out.  This is interesting that it does not work on CSS, as it works just fine in Ventrilo, makes my voice sound very manly...lol
